NEBA Annual Awards Program
We invite you to submit a nomination for NEBA's 2026 Awards for Excellence in mitigation banking and public service. The awards recognize those who have demonstrated extraordinary commitment to the mitigation banking and the regulatory community.

The program consists of two annual awards
The winner is announced each year at the NEBA Annual Meeting during our DC Fly-In in September.
Award for Excellence in Mitigation Banking
The Award for Excellence in Mitigation Banking honors an individual in the mitigation banking community who has contributed substantially to the development and success of the mitigation banking industry. The award may recognize both individual and firm achievements.
Award for Excellence in Public Service
The Award for Excellence in Public Service honors an individual in the regulatory community who has demonstrated excellence in their role in the regulatory process. This may include the development of policy and improved procedures related to mitigation banking as well as diligent and efficient processing of required regulatory actions.
Celebrating Excellence: 2025 NEBA Annual Awards Recap
At this year’s NEBA Annual DC Fly-In, members gathered at the historic Army and Navy Club to honor leaders from regulatory and the mitigation banking industry whose dedication and achievements continue to advance the field of mitigation banking and environmental restoration.

Award for Excellence in Public Service
NEBA proudly recognized Bridget Carnahan for her exceptional commitment to regulatory excellence and public service. Throughout her career, Bridget has demonstrated an unwavering dedication to upholding the intent and integrity of the 2008 Mitigation Rule, ensuring that ecological restoration remains both effective and transparent. Her collaborative approach and professionalism have earned the respect of colleagues across agencies and the private sector alike.


Recipient:
Bridget Carnahan, Senior Regulatory Project Manager
Bridget Carnahan is an experienced environmental professional known for her dedication to stewardship, collaboration, and regulatory excellence. As a Senior Regulatory Project Manager with the U.S. Army Corps of Engineers, Omaha District in South Dakota, she reviews complex mitigation banking efforts—coordinating with sponsors, chairing interagency meetings, and evaluating projects from concept to completion.
Her career began in environmental consulting, honing her skills in wetland delineation before joining the South Dakota Department of Transportation. There, she built and managed the state’s wetland mitigation program and gained firsthand experience as a bank sponsor, with two Corps-approved banks under her belt. Having served as Agent, Sponsor, and now Regulator, Bridget offers a uniquely comprehensive perspective that strengthens her impact through her commitment to protecting natural resources for future generations.
Outside of her professional life, Bridget is a proud wife to her husband and best friend, Shane, her partner of 15 years. Although parenthood didn’t come easily, together, they embraced the journey of fostering, becoming licensed foster parents. In 2020, their son Malcolm (5) was placed with them. After four years of unwavering love and advocacy, they were thrilled to finalize his adoption last fall. Their daughters, Sarracenia (3) and Bellevalia (16 months), were blessings given to Bridget and Shane after struggling with years of infertility. Sarracenia and Bellevalia are named after plants—a nod to Bridget’s unabashed love of botany and her identity as a proud plant nerd.
Award for Excellence in Mitigation Banking
David Jordan was honored for his entrepreneurial leadership and innovation within the mitigation banking industry. Through years of advancing high-quality restoration projects and promoting private-sector investment in environmental recovery, David has set a standard for excellence in both business and ecological outcomes. His vision continues to expand opportunities for effective, science-driven restoration across watersheds.


Recipient:
David Jordan, Mitigation Banking Entrepreneur
David is a licensed Professional Engineer and co-owner of multiple wetland mitigation banks throughout Virginia. David provides the engineering and oversees construction for each wetland bank ensuring no net-loss of wetlands and streams regulated by the Army Corps of Engineers. In addition, David manages the sales and maintenance on all of his wetland and stream projects. David also owns Jordan Land Design which provides residential and commercial site engineering throughout the Washington and Richmond metropolitan areas. In this capacity, David provides road infrastructure, storm water management and utility design.
Originally from Boston, David is a huge Patriots and Red Sox fan. He relocated with his family to VA prior to high school and graduated from West Springfield High. David earned his BS in Civil Engineering and his MS with a concentration in hydrology from Virginia Tech. When not working for one of his many companies, David can be found at the gym, playing his guitar or working on one of his many projects around the house. David has been married to his wife, Tina, for over 30 years. Together they raised two daughters who currently work and reside in New York City.
A Night of Recognition and Collaboration
The evening’s ceremony brought together members of NEBA’s Board of Directors, government partners, and industry leaders to celebrate shared achievements and continued progress toward sustainable, market-based restoration. The event underscored NEBA’s mission to strengthen collaboration between public and private sectors while advancing policies that prioritize mitigation banking as the preferred compensatory mechanism under the Clean Water Act.
