Jennifer Moyer

Jennifer served as chief of the Regulatory Program for the U.S. Army Corps of Engineers Headquarters from 2012 to 2025. In that role Jennifer directed all aspects of the Civil Works Regulatory Program and managed the execution of a $221 million annual budget, ensuring district offices provided fair, objective, and timely permit decisions aligned with applicable environmental laws. She also developed policy guidance and public outreach strategies to improve program implementation, regulatory clarity, and compliance, with a consistent focus on improving efficiency across the program. From June 2022 to December 2024, Jennifer was detailed to the White House Council for Environmental Quality, where, as the Deputy Director for NEPA and Infrastructure, she led efforts to improve the effectiveness and efficiency of environmental review and permitting decisions. She also engaged with industry and technology experts to advance efforts in the open-source data and electronic permitting space.

Daniel Jacobs

Daniel is the type of person who is happiest when he’s building something. With a diverse career that spans construction management, real estate, and operating a sand and gravel mine, Daniel has a knack for seeing projects through from the ground up.
Since 2017, he has focused his energy on wetlands mitigation development, finding a balance between necessary infrastructure and environmental stewardship. When he’s not managing complex sites, you can likely find him on the farm, where he enjoys the hands-on, day-to-day work that keeps him grounded.
Above all, Daniel is dedicated to his family. He and his wife, Mariah, are kept busy and joyful by their four children, Bruce, Heidi, Scout, and Hugh, all under the age of eight. In his downtime, he loves staying active in the community by coaching youth lacrosse and cheering on his son Bruce at football games.
