NEBA Members to Vote on 2026 Board of Directors Slate During Annual Membership Meeting

The National Environmental Banking Association (NEBA) is pleased to announce the proposed Board of Directors slate that will be presented to members for election during the Annual Membership Meeting on September 16, 2026, as part of the NEBA Annual DC Fly-In in Washington, D.C.

The proposed slate is:

  • JEFF OYEN, Chair
  • KEVIN MORAN, Vice-Chair
  • KENNETH JESENSKY, Secretary/Treasurer
  • ROBERT SPOTH, Board Member
  • STEVE ZALUSKY, Board Member
  • JOHN PAUL WOODLEY, Immediate Past Chair
  • MARTIN D. MORAN, Jr, Founding Board Member
  • MICHAEL SPRAGUE, Founding Board Member
  • RAY FIORI, Board Member
  • WILL WELKER, Board Member

NEBA members will vote on the proposed 2026 Board of Directors slate during the Annual Membership Meeting on September 16, 2026, at the NEBA DC Fly-In in Washington, D.C.

NEBA's volunteer Board of Directors plays a vital role in representing the mitigation banking industry before Congress, federal agencies, and regulatory stakeholders. Board members help guide the association's policy priorities, educational programs, membership initiatives, and industry outreach efforts.

NEBA extends its sincere appreciation to all current Board members and industry leaders who dedicate their time and expertise in service to the association and its members.

As mitigation banking continues to play an increasingly important role in environmental restoration and infrastructure development, strong leadership remains essential to ensuring that the industry's voice is heard in Washington and across the country.
